Welfare reform has given Illinois and other states much greater public policy responsibility for children and families in poverty, as well as more flexibility in the uses of federal and state funds. This research briefing will examine patterns of spending on income assistance, child care, and other related services in Illinois over seven fiscal years. The presentation will also discuss the need to reassess state policies and budget priorities in regard to TANF as a safety net and as a vehicle for moving families from welfare to work, as well as the implications of severe fiscal stress at both the federal and state levels.
Lawrence B. Joseph is a senior research associate at the Chapin Hall Center for Children at the University of Chicago. This research briefing is part of 'Monitoring Welfare Policy in Illinois,' a project funded by a grant from the Joyce Foundation.
